Jorge García Travesí
Head of ISTA Latin America
Founder & CEO of FINPEI
Jorge García Travesí is an entrepreneur, blockchain enthusiast, and pioneer in tokenization of real-world assets in Latin America. Jorge is affiliated with the North American Blockchain Association (NABA) and currently leads FINPEI, a fintech and real estate development firm in Mexico. He holds a Master’s degree in Tokenization and Digital Assets from Spain and specialized expertise in liquidity pools and decentralized finance (DeFi). Jorge is also spearheading the creation of the National Tokenization Association, aimed at integrating blockchain communities across Mexico, Spain, El Salvador, and Latin America to drive sustainable investment opportunities.

As CEO of Vacrecer Rural, my mission is to promote formalization, financial inclusion, and reintegration through innovation and technology. With over fifteen years of experience in the financial services sector, agribusiness, and academia, I have developed key competencies in commercial and strategic planning, as well as financial analysis—always with a strong commitment to positive social impact and sustainable development.
I have led the integration of financial strategies with emerging technologies, contributing to growth and operational efficiency. Our team has successfully strengthened the value chain with innovative solutions that enhance performance and competitiveness in the global market.
Héctor Torres

Héctor Torres is a Salvadoran lawyer and notary with over 20 years of experience specializing in legal innovation and fintech. His expertise spans blockchain, security tokens, neobanks, venture capital, property tokenization, and digital payment systems. He has advised clients on digital asset structuring, regulatory compliance, e-commerce, and dispute resolution, including family business advisory.
Héctor has played a key role in high-impact projects such as structuring El Salvador’s first tokenized agricultural commodities worth $100M and supporting international securities issuance exceeding $500M. Educated at ESADE, Oxford, Georgetown, and IE Business School, he is ranked in Chambers & Partners (Latin America and Global 2024) and frequently speaks on legal tech and fintech at global events.
